How to use $5000 e-voucher for children's education?
According to the 2021-2022 Hong Kong Budget, the government has decided to issue $5,000 "e-vouchers" to stimulate consumption, and they will be available as soon as August 1st. (updated on June 18)

What are e-vouchers?
The Budget revealed that each eligible person will be issued "e-vouchers" totaling $5,000 , and the period of use of the vouchers will be extended as much as possible to drive local consumption.

The e-voucher application qualifications are as follows:

- Hong Kong permanent residents aged 18 or above residing in Hong Kong ; or
- New arrivals aged 18 or above
unqualified person
- Foreign domestic helpers, foreigners working in Hong Kong
- Foreign students coming to Hong Kong
Scope of application and limitations
Scope of application
According to government information, citizens can use coupons in the following 6 types of stores, including:
- retail store
- restaurant
- service industry
- An online shop with business registration, such as Kidrise
- Local online store or online shopping platform
- market stall
- Transportation expenses etc.
Electronic coupons are also applicable to Kidrise , to buy educational toys for children, and make good use of the coupon program to enrich the summer vacation!
Not applicable
Coupons cannot be used in the following 6 types of stores, including:
- Overseas consumption
- donation
- Government-aided school fees
- Online shop without business registration
- Pay government or public charges (pay utility bills, taxes, tunnel tolls, parking meters)
- Public agency charges (hospital, building department)
- Buy financial products, buy insurance
- person-to-person transfer
Date of Application
The government plans to start accepting registration in the summer vacation of 2021 at the earliest. The latest news is that registration will be accepted from 6:00 am on July 4, 2021, and will be accepted until August 14, a total of 6 weeks, and the earliest date is August 1 . Received the first phase of 2,000 yuan consumption coupons.
Electronic registration completed within the first two weeks (July 4th to 17th) will receive the first phase of 2,000 yuan consumption coupons when the first batch is issued. As for the electronic registration completed within the third to six weeks, that is, from July 18 to August 14, or the registration submitted in paper form, it will be the second batch of consumer coupons issued.
Instructions
Citizens can choose the most suitable payment tool to receive and use consumer coupons.
The government will issue electronic consumer vouchers through stored value facilities, including:
- Octopus; subsidized in three installments
- Alipay Hong Kong; funded in two installments
- Tap & Go; funded in two installments
- WeChat Pay HK; funded in two installments
If you choose the Octopus, please note: there is no separation of consumption coupons and balances, but Octopus can distinguish whether the consumption is within the scope of consumption coupons according to the consumer merchants ; if the amount is used for non-consumption coupon merchants, you must go to the designated place to tap the card yourself Add value (locations include: MTR, Light Rail Customer Service Centre, designated piers and public transport subsidy collection stations at public transport interchanges; convenience store 7-11, Circle K and supermarket Wellcome all branches; Octopus service station; Octopus mobile phone application).
In order to prevent false identity registration, each Octopus card or personal e-wallet can only be registered once and cannot be used repeatedly.
You can choose a payment tool that is commonly used or most suitable for you to receive and use coupons.
Kidrise has provided Octopus, Alipay Hong Kong (Alipay Hong Kong) and Hong Kong WeChat Pay (WeChat Pay HK) to use e-vouchers.
How to apply
Siu Kam Wing, Chief System Manager of the Office of the Government Chief Information Officer, revealed that citizens may register for e-vouchers through the "Smart Convenience" platform .
"Smart Convenience" was launched in December last year. Citizens can log in with a single digital identity through the platform to use various public and private services.
Members of the public can register online or in writing, as follows:

The government will set up a central registration system to allow citizens to register electronically:
- Step 1: Verify your identity on the government registration website, you can verify your identity through the government's "Smart Convenience" platform or a one-time password
- Step 2: Choose one of the 4 stored value facilities as the payment platform
- Step 3: Fill in the relevant account number
- Step 4: It is expected to receive the first phase of electronic coupons as soon as this summer
If citizens have registered for the "Cash Payout Scheme" last year, some basic personal information will be automatically loaded into the application form page, saving time for inputting information.

To register with physical forms, the government will set up different collection locations for the forms.
If you register through electronic channels, you may receive the first phase of electronic coupons within the summer vacation at the earliest; if you register by form, it may take more time to receive electronic coupons. When registering, the following 4 items of personal information must be provided for verification:
- Name
- Identity Card or Certificate of Exemption Registration Number and Issue Date
- Local mobile phone that can receive SMS
- Stored value payment facility for receiving coupons and its account number
Expiry date
[Updated on June 18] The HKD 5,000 voucher program will be issued in two or three installments depending on the payment platform selected.
Coupons received by Octopus will be issued in 3 installments: HKD 2,000, HKD 2,000 and HKD 1,000. If all the coupons are used up, the third installment of coupons will be issued. If it is collected by other 3 payment instruments, it will be distributed in 2 installments: HKD 2,000 and HKD 3,000.
